Around the world, patents are not awarded because the inventor was born into a certain family, went to a certain school, or has achieved a certain socioeconomic or other status. Patents are blind to the color of your skin, your religion, and your gender. There is no gaming the patent system; you cannot pay more to get one sooner, or at all. You cannot find an angle or a loophole to have your invention certified by any true patent authority.
A patent simply is granted when, on an objective, reviewed basis, a flash of genius is documented, where the invention is considered novel, non-obvious, and useful. That is why they are very powerful in citation — patents are trusted, high credibility, detailed documents. They are consistent in format, and very readable. Patents are a government's way of giving — granting is a better word — an inventor ownership of his or her creation. For a certain period of time, patent-holders are then allowed to control how their inventions are used, allowing them to reap the financial rewards of their work. Patents are a tangible, legally-binding manifestation of a person's genius and innovation; they allow someone to actually own a codified idea.
